At the date the i5 3rd generation is very budget friendly a pc with this processor can be build in just the budget of around 6-7k in India.
Performance
This processor is old but still gives a great performance while doing low-end tasks such as web browsing, multitasking and many others. This can also be used to do casual gaming playing old games. It can also run some mid-range games when paired with a decent Graphics card like Gt740, GTX1660s, RX550 etc after getting these budget gpu's it's performance becomes great with these gpu's you will be able to play some mid-end games like Gta-5 and many more.
Advantages
It is a budget friendly processor and can be used in very low-budget builds and it gives absolutely great performance in this price range.
Disadvantages
It is a very old generation processor so you cannot use new generation graphics card or even you can't use ddr4 ram in it , only ddr3 is supported with this processor so you can't upgrade it much.
Value for money
It gives you insane amount of value for the price it comes the price-to-performance ratio is just amazing it's one of the best processor for the price range it comes.

It can be build with a h61 motherboard, ddr3 ram (16gb recommended) ,Storage you can use either hard drive , SSD or M.2 NVME ( M.2 is recommended for fast loading speeds),basic Power supply unit and a cabinet.
Conclusion
If you have a tight budget and need a PC for basic work and casual gaming this is the one you can go for and as mentioned with a decent Graphics card it will give you good performance in gaming too.
